Dear Mister Vladimir Vladimirovich Putin,

Today, i throw a bottle to the sea with this message :

I wrote you this letter and i share it publicly, just because yesterday,i was in French Police Department to renew and regulate my documents in France. Two women say me that they didn’t want to regularize my administrative situation for the moment just because my current profession is not eligible and susceptible to receive a new card .

I m a Volunteer a experts and a Relief worker and i did not receive any salary for that. I want to continue and I will continue.

In current time activities  are research ,assistance, and help  to vulnerable poeple and refugees who try to survive without water access, basic sanitation and electricity.
My name is Christina Dian Parmionova, i live in France since november 1998, today it was 1O YEARS and 2 month that i arrived. As you know ,my mother name was Nadiezda Parmionova daughter of Irina Ivanovna, she worked in 1965 like a nurse and in 1968 in Phone Office of Moscow attached to the Ministry of communication (KREMLIN). She got married with my Father Mr Dian Kouamé Wilson Who obtain a high diplomin Science specialized in Mining and Oceanography in Patrice Lumumba University of Moscow.

In April 27th, 1971, my deceased parents had celebrated their union in Moscow, my father returned in Ivory Coast with my mother in order to work in SODEMI (National Mining Company of Ivory Coast) which explore quantity of Gold and Diamond in Ivory Coast with the agreement of in Ministry of mines. This company work with several other international company in Australia, in Canada , in South Africa and in France.

My mother, as you know was a brave and courageous woman , she spent her whole time in Africa to heard vulnerable poeple in Sierra Leone during the War , she helped children in bringing basic sanitation vaccine in order to help them to survive. She was kidnapped and killed far from her residence by unknowned ivorian poeple in september 2001 in Ivory Coast, I don’t know where she was buried because i don’t been there yet . i have not yet sweep on her body. Nobody informed me of her disparation.

My Father was poisoned in August 23rd, 2007,one day after my birthday, until today he is waiting to be buried because one of my brother decided to make a enquete on his death.

December  O2 nd 2008, i try to survive because i’m a refugee seeker , with no legal paper.

i made several work in order to survive myself , like a vendor of women underclothes on a firm, i worked in a small society to learn how to use locks, manufacturing keys, and opening the door when poeple forgot their home or offices keys. After that i  made my experience in International Hotels Groups like a assistant of Director of sale , subsidiary of France and Switzerland  hotels ,i had the responsability to assist all the corporates, the sales offices, the front offices , all the head of departments including incentives and conferences sectors. On May 06th, 2006, they decided to lay me off because of my documents expiration date. They didn’t help me to renew it. They just sent me  a letter in which they suggested me to obtain a appointment with Police department. I did this and i suddenly receive an invitation to move of France because i was in Refugees Seekers Status; The decision was without appeal because they didn’t attribute this statut a refugee stipulate that is my mother who had problems not me.

I kept my courage and sent more than 35 letters to differents ministry in France, i cite among them, the DDTE, the Ministry of interne affairs, the prud’homme Office, the Police department (PD),the Office of International Migration (OMI). Nobody answered me except Ambassy of nertherlands, Ambassy of Spain, Ambassy of Germany, Ambassy of Belgium. and Ambassy of Switzerland who invite my to find a job in these several countries.Therefore i pursuie the procedures and i sent a long letter to the Council of Europe to find a solutions concerning this problems,they wrote me early this year.

They sent me back many forms to fill, asking me the letter of the five ambassies, the decision of OFPRA, The decision of CRR. the documents which show that i permanently live in France since november 1998 , the evidence of my attach here. Among these papers, the most important to present to the court was the document of expulsion of France.

Another step, i went  backto the  POLICE DEPARTMENT with courage and the prefecture didn’t  give me this paper, i think because they knew that i alert all the administrations.
I am waiting  yet today six month passed and i received no answer of Police department. During this time i consult an lawyers to find a solution, he was stupified by my letters and my courage.
So exhausted , I decided to concentrate my efforts on something else since 2006 because the  situation and all things here take so many time.

I created WATER AND ENERGY RELIEF INTERNATIONAL a foundation in order to give a help to the UNHCR around the world. Weri is fighing against the lack of approppriate structures required for the survival of populations in third world or war-ridden regions. Assments focusing on the improvment of the sanitary conditions that were performed eventually enabled poeple to access drinking water point, decontaminition and electrical power. Water and Energy Relief International is a foundation serving the objectives of large international organisations.
I spent most of my time to raise awareness, to keep inform and to take more attention about the phenomenon of displaced persons, the lack of water, basic sanitation and the needs and the becoming of these families.

Many poeple join WERI communities today , they Bring their a help, by sending their personal suggestions and promoting WATER AND ENERGY RELIEF .About 3000 INTERNATIONAL members and volunteers get involved of WERI causes.

My intention today is to continue to save refugees dignity, to raise awareness in organizing events in each continents to push everyone to  invest themselves in these reality because many of them didn’t care about these cases. Many people in the developed world still assume the global water crisis has nothing to do with them – that its a crisis for those poor people, over there. The painful truth is that the water crisis is now on every continent and in cities large and small. This crisis affects every human being on the planet, but most of us just arent paying attention yet.

I live with the tragic disparitions of my parents , with vulnerable poeple bad treatment , and these facts heart me every day and every nights. I feel alone because  two women in France Police department said me that they didn’t give me any appointment to receive my papers because i don’t furnish the documents they need. They said me that behind many persons . “what  you did and do  is not a job  and a source of revenue for yourself.”

Mister Vladimir V. Putin , i need your help, i need you to clarify this situation because many life depends on my water projects and programs. i believe in you ,you are my new family from Russia and just because you respect the men and the women who give their courage and daily  spirit for the nation and worldwide poeple well being.

I am writting  a book the true story of my parents life, where i details all what i saw since my childhood, their works among the mines fields, their truth citizens responsabilities ,all the circunstances of their death in Ivory coast , the misunderstand  situation of their disparitions , their dignity forgotten as if nobody respect it these two persons served the world.

You will be the first who will receive it as soon as i edited it.

Mr Prime Minister of Russia , i honour your compassion and comprehension concerning these related facts and i promise you to continue what i begun for the memories of  our brothers and sisters Soldiers we lost, for the Memories of our parents and with the Respect of our Mother Russia.
